Despite grant of last opportunity, the respondents have not filed written statement. 

Learned counsel argues that the respondents have withheld the entire amount of leave encashment on the basis of impugned order dated 20.01.2020 (Annexure A-1) which nowhere speaks about recovery of any amount. He prays that the respondents be directed to release the amount of leave encashment.

Learned counsel for the respondents prays for three weeks time for filing written statement.

In the interest of justice, prayed for time is granted to the respondents for filing reply subject, however, to payment of costs of Rs.3,000/- to the CAT Bar Association Fund. If reply is not filed within the stipulated time, the Competent Officer who is file written statement, shall file his own affidavit stating therein reasons for not filing written statement in time and for withholding the amount of leave encashment of the applicant.
