This is a Division Bench matter as the OA is filed challenging the impugned order passed by the respondents dismissing the applicant from service.  Interim relief that has been sought for is to suspend the impugned order and to reinstate him into service. Question of granting interim stay does not arise as this will be tantamount to passing final order on the relief sought for itself, which does not come under the domain of Single Member Bench.
