Heard Dr. A. Raghu Kumar, learned counsel for the applicants and  Mrs. K. Rajitha, learned Sr. CGSC appearing for the official respondents.

2.   When the case was taken up for hearing today, it was brought to our notice that some of the private respondents could not be served with notices. On verification, it is seen that out of 13 private respondents, Notices were ‘returned un-served’ in respect of R-9, R-10, R-11 & R-20.  The reason indicated against R-9 & R-20 is that they are on long leave and in respect of R-10 & R-11, it is indicated that they are transferred to New Delhi. 

2.   In view of the above, Registry is directed to send notices to the General Manager (Finance), Postal Accounts, AP Circle, Vijayawada, 6th respondent / The Director of Accounts (Postal), Telangana Circle, Hyderabad, 7th respondent, through e-mail as well as ‘Registered Post with Acknowledge Due’, who in turn shall ensure service of the notices on the R-9, R-10, R-11 & R-20 within two days from the date of receipt, keeping in view the urgency expressed by themselves in the MA filed for vacating the interim order and report compliance and file proof of service in the Registry of the Tribunal. In view of the prevailing Covid pandemic, we are ordering notice through e-mail, in addition to the normal mode of service, to ensure expeditious service of notices on the private respondents.
