Learned counsel, inter-alia, contended that although the applicants have secured more marks than the private respondents, but their (applicant's) training was kept in abeyance, without assigning any cogent reason, vide impugned order dated 13.04.2017 (Annexure A-6) and private respondents, who secured lesser marks than the applicants, were illegally sent for training by the Competent Authority.

Issue notice to the respondents returnable within a period of four weeks.

At this stage, Mr. K.K. Thakur, Advocate on behalf of official respondents no.1 to 5 and Mr. Rohit Seth, Advocate on behalf of private respondents no.9, 11, 14 & 15 appear and accept notice on their behalf.

Let notice be issued to remaining private respondents returnable for 08.05.2017.

Meanwhile, the official respondents are directed to permit the applicants to join the indicated training provisionally.
