2.   Learned counsel for the respondents filed instructions stating that the Postal Directorate has not clarified the issue. Therefore, the 1st Respondent is directed to clarify the issue within four weeks and submit the same to the Tribunal through their counsel.  In case the clarification is not received by the next date of hearing, the Tribunal will have to take a view on the matter.
