Heard Dr. A. Raghu Kumar, learned counsel for the applicant.

2. ADMIT. Smt K. Rajitha, Sr. CGSC representing Sri B. Madhusudhan Reddy, learned Senior Panel Counsel takes notice for the respondents and seeks time for filing reply.  Time granted as prayed for.

3. The issue is regarding bunching of stages as per Pre-7th CPC Pay Scales in Inspector of Posts cadre which has not been allowed by the Postal Directorate. Consequently, the respondents have issued impugned order dated 23.03.2021 to recover an amount of Rs.2,29,417/- from the pay of the applicant, which has been done without giving any notice. The claim of the applicant is that the bunching is covered by the recommendations of 6th CPC Scales and also by the CCS(RP) Rules 2008.  As , a prima facie case has been made out by the applicant, respondents are directed not to affect any recovery from the pay of the applicant, pursuant to the impugned order, till the finalization of the OA.

4. List the case on 14.06.2021 before Registrar’s Court for completion of pleadings.
