Heard Mr.K.Raghavacharyulu, learned counsel for the applicant.

2.   This case came up for hearing earlier on six occasions. Respondent No.3 has submitted a reply stating that they would consider the case of the applicant for cadre change from Telangana to Andhra Pradesh. 

3.   Mrs. K. Rajitha, learned Senior Central Govt. Standing Counsel sought time to make submissions in respect of the reply of the 3rd respondent by the 1st respondent and quite a few adjournments were also granted.  In spite of granting ample opportunities, till date no such reply / submissions have been made.  Again when the case came up for hearing today, Mrs. K. Rajitha, learned Senior Central Govt. Standing Counsel submits that Respondent No. 1  sought eight weeks time to submit  observations on the reply submitted by Respondent No.3.

Mr. K. Raghavacharyulu, learned counsel for the applicant vehemently opposed for granting of any time and  adjournment of hearing stating that it is unknown to law that a respondent would like to make observations on the reply filed  by another respondent.  He claims that it is neither supported by rules nor law. It is only meant to harass a senior lady officer who is seeking cadre change because of reasons of  health/merit and that grave injustice is being done to her  cause by delaying the hearing, time and again.

4.    Nevertheless, considering the submissions of Mrs.K.Rajitha, learned Senior Central Govt. Standing Counsel appearing for Respondent No.1, finally one week’s time is granted for filing / forwarding their submissions.  No further adjournment will be granted. 

5.   List the case on 21.10.2020.
