Issue Notice.  Ms. K. Rajitha, Sr. CGSC takes notice for the respondents.

Heard the applicant in person at length.   He took the Court to the entire gamut of proceedings by way of earlier OAs, writ petitioners filed before the Hon'ble High Court etc. 

The ld. Sr. CGSC on the other hand was of the opinion that the various courts in the earlier petitions have given their respective verdicts and accordingly there is no fresh cause to agitate same issue.

Taking a balanced view in the matter, I am not inclined to grant interim stay prayed by the applicant at this stage.

The respondents are directed to file  their detailed reply including various issues brought out by the applicant during his oral submissions.

The respondents counsel  wanted the party in person to properly page number the O.A. 

Four weeks time is granted to respondents to file their reply statement.
