  1. Heard Sh. Arvinder Singh, who inter alia contends that impugned order of recovery amounting to Rs.1,19,467/- on account of over payment of pay and allowances is bad in law in terms of judgment  of the Apex Court in the case of State of Punjab  Vs. Rafiq Masih (White Washer), (2015) 4 SCC 334.
