Shri A.L.Sharma, learned counsel for the applicant submits that issue involved in this OA has already been decided by the Chandigarh Bench of this Tribunal.  He submits that he will produce a copy of the order of the Chandigarh Bench of this Tribunal on the next date of hearing.  

    Shri Joy Mathew, learned counsel for the respondents seeks some time to file reply of the respondents.
