2..At the request of  Sri M.Naga Raju, learned Standing Counsel for the UPSC(R.1), 10 days time is granted to revert with the instructions from the respondents on the issue in question.  The learned counsel for the respondents should get it clarified as to whether the training period of the applicant could be reckoned for the experience in order to appear in the examination in order to examine grant of interim relief as sought for by the applicant.
