MA No.950/2017 in OA No.569/2016 MA No.950/2017 is filed by the Secretary, Railway Board for deletion of his name from the array of parties in the OA as he is not a necessary party and the Railways have been adequately represented by the General Manager, Northern Railway and on the other hand learned counsel for the original applicant submits that challenge in the OA is about the policy of the Railway in implementing the Rules of reservation of SC/ST, hence, the Secretary, Railway Board is a necessary party.
