Heard Dr. A. Raghu Kumar, learned counsel for the applicants.

2. MA/21/420/2021 filed for joining together in single O.A. is allowed for the reasons stated therein subject to payment of individual court fee of Rs.50/- by each of the applicants. Register the O.A. on fulfilling the said condition.

3. ADMIT. Sri A. Praveen Kumar Yadav, learned Standing Counsel takes notice for the respondents.

4. The O.A. is filed in regard to withdrawal of pay fixation on promotion as Office Superintendents. The contentions of the applicants are that the respondents have erroneously interpreted the merger of scales and rule 13 of CCS (RP) was not followed, Impugned orders are violative of the OMs dated 24.11.2000 & 7.1.2013 as well as the letter of the respondents dated 2.9.2011. The principles of natural justice are violated. 

5. In view of the above, we direct the respondents not to effect any recovery in pursuance of the impugned orders dated 28.1.2020 & 30.12.2020 till the O.A. is disposed of.

6.   Respondents are granted six weeks time to file reply.  List the matter on 22.7.2021 before the registrar for completion of pleadings.
